You can file an Unpaid Item dispute from your My eBay against the buyer and get a final value fee credit for the transaction.

The Bidder management tool allows you to block bidders from bidding on your listings.
1. Block buyers / bidders from cities / countries you do not ship to
2. Block buyers / bidders with unpaid item strikes in the last 30 days
3. Block buyers / bidders with feedback score of -1,-2,-3
To add users to your blocked bidder list based on negative feedback, unpaid items strikes and location- Log onto your My eBay
- Click on eBay preferences under My Account
- You have an option called Buyer requirements under Seller Preferences. Click on the change link to edit the criteria for users on your blocked bidders.
You can also block bidders by entering their User Id's.
When a user who is in the block bidder list tries to bid on your product he will receive an error stating he is not eligible to bid on your product. A blocked bidder list is applicable for all listings.
In addition to this tool you can also Cancel a bid.
You can cancel a bid if a bidder contacts you to back out of the bid or asks you to ship to cities / countries you do not ship to.
