faulty product recieved

Sir,

I had won the product 280127911762 on ebay last week and paid the amount by paisa pay. I recieved the product on the next day, but the product is faulty and cannot be operated.Now when i try to contact the seller by ebay , i get the message seller not listed, product not found.
Does this mean that i have been conned of my money by ebay and have become a victim of online trading fraud?
Does ebay provide any security to its customers and can ebay pls help me??

All you need to do is open an item significantly not as described dispute on eBay. Once you open an dispute, you will get a call explaining you the further process. You will also get regular SMS alerts on the associated timelines.
