ebay unable to approve the refund claim as per its own guarantee norms.

I have purchased a home gym product by paying
online, which I was supposed to gift to my friend on 10.12.3013. The Paisa Pay
ID of the product is  35051834645 ordered
on 22/11/2013 and was supposed to reach my place by 08.12.2013.The product has
reached Hyderabad by Safexpress Courier with 36529821 way bill number on
30.11.2013. The very next day the courier guy called me asking to arrange for
COD (Collect on delivery) charge 3000 change Rs 
for which I did not accept and informed him that I have already paid the
amount. Then the courier guy asked me to get a written confirmation from the
vendor in mail to courier company.For which I have called ebay.in as it was
seller to me, To my surprise executive from ebay.in said its not his duty to
send email to courier company and gave me number of the seller Mr.Devendra
Sharma (8699252425).Then I called this person and got a email to courier
company. But the courier guy called me saying the email should be from the
courier branch where the product was shipped. Getting confused and irritated I
called ebay.in for refund on 07.12.2013, the executive at other end comforted
me by saying wait till 08.12.2013 if the product does not reach you then you
can ask for refund. With this answer from ebay.in I have purchased a similar
product from local market in Hyderabad and gifted it to my friend. Then raised
a complaint on 09.12.2013, the complain no : 353905. Ebay.in claims team put me
and the vendor in conference, to my surprise the team member took a good
yelling from the seller and decided not to approve my claim. The seller said he
has sent the product on date and it has reached before date, the whole problem
is with Courier Company. The ebay.in executive supported the seller even after
my explanation that the shipping of the product was also the seller’s
responsibility. He strangely replied to me saying “I have confirmed from my
senior also, ever after the given last date of delivery as specified in ebay
guarantee  seller will be getting 4 days
extra so I can’t approve your claim” and disconnected the phone. Even after
this I have contacted many time to ebay.in but ever time they ask me to wait
for 24 hours. The 24 hours is their standard answer. As per the rule any
complaint should be resolved in 21 day but mine its 23 day today ie,
02.01.2014.When ebay cant stand on its own guarantee then there is no reason to
put it. Today i doubt on cridibility on ebay.in
