The modus operendi is same.
1)Buyer says received parcel but no items.
2)Seller refuse to refund by personal cheque.
3)Buyers confirms item receipt.
4)Buyer files case under ebay guarantee for item not as described.
5)Claim adjuster sends buyer a notice.
6)Terrified seller approves refund.
This is blackmail. Ebay is acting as a partner in blackmailing seller.
