coupon of refunded transaction not being resent

hi,
this is regarding PaisaPay ID 31984413295.
the transaction got refunded same day from seller end stating he couldnt send the item.
the refund was initiated and i got the refund also on 25th Aug in my accnt.

on 23th aug, i had called the customer care and asked about the coupon i had used in the refunded transaction and they confirmed i should call next day to get the coupon.
on 24th i called again, and i was told that currently we have Rs 100 coupons only, so wait till for 7 days to get the coupon back.
on 31st Aug i called, i was told that the actual procedure is that after refud initiation ,within 7 days i will recieve the coupon.
on 1st Aug morning, i was told that the policy says after refund is done by bank in customer acnt, after that in 3-4 days, the coupon is mailed.
same day afternoon, i called up citibank and confirmed if any refund has been given and they confirmed the refund was done on 25th AUG itself.
so now as 3-4 days after refund condition was fulfilled , i again called to ask them abt the coupon.the cc kept me on waiting for 20 mins and finally replied that currently we dont have 200 coupons so wait for 2 weeks more.

Now my question to ebay..
1)is this the company standard?
2)do the policy changes everyday or the customer care is not made aware of the policies?
3)by some chance if coupon code is not available, then why not tell the customer the truth ? why is there a need to lie. customers are not harassed by policies but by the lies told as excuses.
im sure if the truth is told to customer on first end, we wont mind.. bt making a fool of customer is not expected from a global company of your standards.

small request: try to increase the standards and commitments made to customers.
