What does this announcment mean. Please Explain..

FOR YOUR FIRST 100 LISTINGS THERE WON'T BE ANY LISTING CHARGES BUT WHEN YOU SELL THESE ITEMS EBAY WILL CHARGE COMISSIN FOR THE ITEMS SOLD AND IF PAID THROUGH PAISAPAY AND COMISSION WILL BE CHARGED FOR PROCESSING THE AMOUNT TO YOUR ACCOUNT.BYE
