Used 10% discount coupon did not get the 12% discount coupon...is there a reason why ?

i bought a product with 10% discount coupon .. and according to the offer going on i should have gotten the 12% coupon.... but i got the 10% coupon again and that is also not working.. anyone else faceing the same issue ?
