Simply because the payment is made through Paisapay, eBay US rejected the claim even though the cause is genuine

Other than my case you have to introduce some corrections in your system. I want to consider my case for corrections.
Let us start analysing my case:
The item was listed in eBay.in.
I am allowed to pay through PAISAPAY which is a recognised method of payment by eBay.in for which buyer guarantee is available by eBay India.
I had placed the order through eBay.co ie. eBay US. Though I have committed to make payment through EBay US with PAISAPAY system, eBay.com should not allow that payment if is not recognised by them. ( In fact it should accept this method since Paisapay is run by eBay.in which is a subsidiary of eBay US).
After receiving the item I have problem and I wanted to lodge a claim for refund. I go to eBay India for resolution. They advise:
"Because you purchased the item on the eBay Website in United States, you have to report the problem on this local eBay Website. To report the problem about Item SVB CPU FAN 775 SOCKET (220762545511), go to item not received or not as described process on eBay US site ."
Mean while the seller discontinues his membership.
My Paisapay site on eBay India says" Item deleted or archived. Contact customer support. "
I try to lodge the claim as advised by eBay. India. with eBay US. My claim is rejected Reason is:
EBay US says:
We can't verify payment was made when these methods are used. Unfortunately, we're not able to grant a case for you because we can't verify a payment was made.
All this confusion is due to lack of coordination between eBay US and eBay India.
eBay US should have directed the claim to eBay India since Paisapay is the authorised center for processing this case. Instead of redirecting or forwarding the case eBay US tries to resolve the issue and finally rejects the claim. How much of agony to the buyer for a simple mistake of placing an order through eBay US instead of eBay India?
Now I am trying to get help from eBay India Chat center and eBay phone contact. They are trying to help. Mean while damage has already been done by eBay US.
MY SUGGESTION IS THAT:
1. EBAY US WHICH IS THE MAIN CENTER SHOULD HAVE KNOWLEDGE OF EBAY INDIA PAYMENT SYSTEMS.
2. IN SUCH SITUATIONS THEY SHOULD TRY TO TRANSFER THE CASE TO EBAY INDIA OR TAKE GUIDANCE FROM THEM.
Please for God's sake try to make amends and corrections.
