To eBay : Duplicate listing policy ?

Dear eBay,
Do we still have a duplicate listing policy ? I understood that a seller can list same listing only 5 times ?
In my main category i list my items, a seller has 7-8 similar listing and even i reported with item numbers to eBay about this. But no actions have been taken so far.
Let me know you still have duplicate listing policy or not ? And the customer support executive not bothered to take to higher authority and he is claiming the 8 similar listing is valid. I can forward the support executive reply to any eBay higher authority if required. I spend 15 minutes to find his duplicate item # ID and your executive says it is valid listing ?
I am reporting because, we i work honestly (not only in eBay, that is my general Principle in life which gives me daily food) and list in exact category and never listed duplicate until is necessary(Some times for Gallery features listing). Is is annoying experience for us, and disguising.
The seller has more than 600 listing under one category and listing comes every 15 minutes, that means, almost every page he has listing, all around the clock 24 hours.
I don't understand what is the meaning of introduced Re.1 policy ? and giving visibility and opportunities for the honest sellers.
Even i am thinking of reducing my product range listing from 300 to 200, to make list only good selling ones, to make eBay traffic low and highest buyer satisfaction experience in eBay. So, there is no way for honest sellers can survive in eBay.
I hope i can get some answers from eBay.

Thanks for the support offered, if he is a genuine seller, and if he can sell a product for sure, he don't need to list them 10 times the same. It is unnecessary, and unmaintainable for a seller, basically waste of time. It is going give poor buying experience as well. Buyer would never visit the category again, because he knows what is in the listing already, bored seeing same stuff again and again, it is big draw back for eBay concept of selling. It is a loss to eBay also, when an item is sold,eBay will get much high profit than Re.1 listing fees.
When Re.1 fees announced, eBay promised that we are going to have proper listing and every seller will get good visibility and sales. So far no miracle had come, except we are paying double the fees amount than earlier.
eBay can you please do something ?
