TDS -COMPLICATED AT EBAY

HI WHY IS TDS SO COMPLICATED AND WITH SO MUCH OF FOLLOW UP AT EBAY
http://business.gov.in/taxation/tds.php
AS per the above link we need to deduct tax at source from fees and issue a TDS challan to ebay.
Where as we pay ebay full, pay TDS for ebay and ask for recovery

This has been going up for many years.
PLEASE STRAIGHTEN THIS UP.. IT SHOULD BE MUCH OF THE PROBLEM BY EBAY TO DO SO..

Please let us know why our last TDS Refund not done yet. I have another TDS Certificate with me now and I want to request refund for that as well. Please let us know where we can complain about this as no one is taking any action on this matter. I am really disappoint by Ebay as we selling nearly 2 lacs rupees per month and no one want to help us. We do sell on Amazon and flipkart but there is no issues like this and they are very good for Business sellers and arrange refund within 7 days once they receive copy of TDS Certificate by email. I really want some positive answer and update for this matter from Ebay Support Team if someone is checking this message.
