When a buyer bids an amount in an auction, a security deposit page should appear when the bid amount crosses Rs.250.00 and the buyer should be required to pay "one time" 50% of the bid amount. New bidders bidding higher will automatically have to pay 50% of their bid. The moment the sale is closed, automatically the payments should be reversed to the buyers who did not win the auction. This will result in serious bidding. The genuine buyers wont be outbid by fake bidders who don't honor the sale. Defenitely Ebay can do this if they want to. Most important is that the reversal for the losers should happen automatically once the auction has ended so that the buyer's money is not blocked.
