You can easily sell items on ebay.com if you Have verified paypal account. Just link your paypal account to your ebay account and you can easily sell on ebay.com or any other international ebay site

I think Sale/Markdown manager is for items listed in your store which is based in India, so if other items you listed in other country sites, you may not be able to offer sale on those items. better chat with ebay live support to get fast response. Red Ice Auction
