In reply to your query, we do understand your concern about being billed for a transaction that was not completed by the buyer.

Please be rest assured that we do not want to charge you any ebay fees if the transaction is not completed successfully. However to get credit for your transaction, you have to follow an online procedure called the Unpaid Item Dispute (UPI) to report the same.
