Refund of Paisapay order 30076164464

I had placed the order on 3rd Oct 2011. Supplier Cart2India called me on 13 Oct to say the item is not available, I requested them to cancel immediately and process refund. This supplier sent me two messages on 13 Oct 11 one to say that the order is canceled and other message to say shipped by giving a bogus shipment reference to say that the item would be shipped by 21st Oct.
On the other hand when I brought to the notice of ebay immediately on 17th oct, they mentioned I need to wait till 21st for no good reason as the supplier's mischievous and bogus mail on shipment was ebay's basis.
I promptly registered for refund as the item never came by 21st Oct.
On 27th oct I find the refund still not done as the supplier did not close loop with ebay. I make an effort to get the supplier to close loop with Ebay and Ebay still needs 5 days more time and the agent is not empowered to call in her Manager or is not willing to share any contact numbers of top management who I guess are blissfully and uncaring. Point is I should have got the money much earlier by 18th itself and continued temerity of ebay and supplier is so evident that I have come to my wits end. If there is a screw up, why cannot these jokers also process refund on an exceptional basis rather than clutching to straws of process which in any way does not work for proper fulfillment. This is one of my top most worst customer experiences.
For the uninitiated avoid cart2india and ebay like plague. They do not have good ethics and efficient business practices.

I am facing a problem of this kind right now. I shipped the item back to the seller and confirmed that the seller has now received the item. THis is because the item was not as described in the listing. However, ebay has not done anything with regard to my refund except for a few mails telling me to wait. Now I'm starting to question the legitimate credibility of e-bay.
