Received broken item with quick fix keot inside

I recieved my ordr for handicrfat item(taj mahal) pay pais id PaisaPay ID 30872465107 broken inside and a quick fix kept with it, which shows it was broken before sending.
Can you tell me the reason why broken item has been send to deliver.

Never give paisapay id, always give item id or item number so that we can know what the item is and who is this great seller.

File case under "ebay guarantee" immediately and also ask the seller to replace the item. Close the case if you receive the correct item.
