Payment made, but item not received by ebay seller "Vamsi_shar" help me

Payment for item no.6759330855 has been made on 21-04-2005 but item has not been dispatched by the ebay seller.His mobile is not operational and last email dated 11-05-2005 of the seller was that he was going to dispatch the item on 22-05-2005 but he didn't dispatch and not responding any mail afterwards.Ebay email under contact us is not working always gives an error"a problem was encountered attempting to send" I sent a letter to ebay with all email exchanged with ebay seller. Help me to get the item or refund of money

It is regret to say that I have already reported for "Item not received" Dispute Console on 23-04-2005 and continuously upgraded dispute console from 23-04-2005 to 30-05-2005 and the seller never replied. Have you checked my dispute console?
I have already tried "contact ebay customer support" link through email from 9 other PCs and from different internet cafe, giving item no.,selecting date of payment,payment method,contacted seller,dispute resolution service,completing entering related information and just pressing "submit" button, I received error like this "A problem was encountered while attempting to send your message" Please try again later. I tried and tried but never succeeded. Today I tried from different pcs 5 times but the result was same.I already sent you allrelevent documents with a letter.
I contacted from other sources that the account of Mr. Pradeep G ICICI, Nellore 631001507083(to whom my fund has been transferred)is live and transaction is going on.I have given his address also. The group of these 3 fellows Mr.K Vamsi Krishna(katravamsi@yahoo.co.in), Mr. Ravi G(friendlyhostings@yahoo.com) and Pradeep Gunta Door no.15-22,1298,7th cross road, Sujathamma colony,Nellore, Guntur, A.P. may be investigated from your efforts to catch the culprits but you have to take prompt action.

I have already reported ebay "Item not received" Dispute console on 23-04-2005.
As per your safe bidding tips, I sent email to ebay seller "vamsi_shar" and he responded me.He responded my all queries before payment throgh email.Vide seller's email dated 20-04-2005,he has taken all responsibility to dispatch the item after getting money. As an ebay buyer, I can check through contact phone/email only but the sellers residential address and Account no. how can I check . This is the responsibility of Ebay to find the genuinity/authenticity of the seller befor granting a seller to a registered ebay seller.
Today I again tried ebay email through your "contact Us" link but at the end of submit, it gave same error message. I consulted IT professionals they are telling there is software problem from ebay. Kindly look at the matter sir.
