Yes you can use PaisaPay account internationally if you are listing on eBay.in and offering to ship your products worldwide. While your listings are being displayed on all international site you can have buyers paying through different country sites to your bank account.
PaisaPay Fee charges are the same for both Indian as well as International orders. However, to make your listings being displayed worldwide you will need to choose 'International Listing Feature' by choosing to 'Ship Worldwide' option under the 'Shipping' header while creating your listing through SYI (Sell Your Item) form or Turbo lister.
