PaisaPay - refund

PaisaPay approved refund, but I received significantly less then paid. Initial payment was 26200 INR / $471, refunded sum was approximately by $38 less, almost by 8%.
They don't respond, link "My PaisaPay" leads to nowhere - page not found.
Are PaisaPay cheaters?

I haqve ordered for an LED TV from Global Gadgets India through Ebay and payment was done on 5th July. I didnt get the item in expected time and refund was approved on 11th July. But I didnt get the refund so far. I sent mails to ebay and supplier. So far no response.
Supplier is not taking the call.

How can I get refund?
