No refund for failed transaction

I purchased an item on 4th Nov 2007and paid by Paisapay with my debit card. However, the internet connected got disrupted and the transaction could not be completed.

However, my bank account has been debited for the amount Rs. 1090/- .

I reported this matter to eBay and got prompt replies from two customer support employees, who agreed that my account was really debited, and promised to refund the amount within twoor three days. This was on 12th Nov.

Today is 23rd Nov and I am still waiting for my refund.

What is happening here and and how can I escalate this matter to higher-ups in eBay India?

try writing back to them by replying to the same mails.

You can call Paisa Pay if you have a PaisaPay ID.

Or Live Chat is your best option.
