As you rightly pointed out, eBay gives the buyer the right to remove their bid before 12 hrs of listing end time. Similarly sellers also have the ability to cancel their listing until 12 hrs of end time. The highest bidder of the item receives a notification of item deletion.
Buyers get the bid retraction ability to ensure that in case there’s a mistake by the buyer in placing the bid, he could make amends. Similarly, at times, seller can also face last minute issues in terms of supply constraint or some other issue.
However, if either buyer or seller adopts this practice on a regular basis, it is considered as unfair practice. Such users can be penalised for this behaviour.
