Missing payment not yet refunded (23 days passed)

I got two failed transactions on 12th DEC where money is debited from my citibank account.
Out of both one is refunded on 18th.
Other missing payment is not yet refunded even after 23 days.I dont have any clue here.
Can anyone assist?I have already provided all the rquired details to CS support.
