Missing item in package

I purchased two Mobile phones from ebay, the seller told me that he has already sent the phones using USPS First Class Mail International courier in a single package to reduce shipping cost.
when i received the package from the post-man :-
the package was looking good at 1st glance ,it had a brown tape on one of its side . so i accepted the package ,as soon as i removed the brown tape ...what do i see that the package was already torn & only one mobile phone was there and the other one is missing ...
Seller said he sent them in single package and he will inquire about this in USPS. What would be the problem and whom should i contact? Please help!!

This is common occurrence with the postal dept, Even I have received empty packets from the post office and you cannot do anything about it.

It seems that your talking about your purchase on an international eBay site. If it is so, you can raise this issue in Resolution Center by signing on the respective eBay site. Alternatively you can request PayPal for purchase protection.

i suggest make it express mail with insurance and is safe. since i too faced with priority, received books instead of 2 phones worth 51k. really dont know who does what and whom to blame. seller,usps or customs, all unanswered.
