Help with Retracting bid

Hello,
I would like to know how to retract bid.
I had have bid on Sony Erickson W580i Walkman
Sony Erickson W580i Walkman seeing shipping and handling was $39.99. Seller was not mentioned about any other charges for international shipping. After i won the bid, at first go it shown me. Payment page as Product : value + S & H : $39.99 at that time i was not able to pay, later on that day when i checked my email. it got a message saying, Product : value + S & H : $79.99.
I have contacted seller he says "he cannot cancel the transaction since ebay already charge all the auctions posting and final fee and need to report ebay."

Seller can always send a revised invoice.

i contacted seller about this.
I made a bid on ebay.com
He said can't cancel the bid, since already been charged by ebay

Ebay india has created a bunch of nonpaying buyers.
They are arrogant.
They blackmail and give bad feedback.
This silly indulgence must stop.
Ebay does not need such buyers.
They are black ships in the community.
