I wish to draw attention to a non-working feature in “Block Buyers”.
The problem which led me to opt for blocking buyers (Block buyers who: have a feedback score equal to or lower than -1) in 2 new listings (Item numbers: 320315597201 & 320315598245) was that almost 100% of bidders in my auction listings @ 1 rupee, were observed to be new (1 to 3 days old members) and with zero ratings. Incidentally I used the ‘Block Buyers” feature through Turbo Lister which I use to create nearly all of my listings, and it still displays that this feature was used for the 2 listings uploaded by me.
The success rate of such listings has been > 90%. However, the conversion rate from these has been a dismal 50% or even less at times. High bidders do not complete their transaction despite a number of polite reminders through “Contact Buyer” option and even on telephone. I did highlight the pertinent issue through my post (titled: Where are new buyers headed?) on 31.10.2008 on the “Feedback to eBay India Team” discussion board. The same is still awaiting attention and reply from the team.
Aiming for a solution, I applied the “block buyers” feature in above 2 listings. The truth is that I listed 2 items to first test out if the feature works and makes a difference in quality of bidders. Only then would I use it in more of my listings. But with complete disappointment, I have to say that both of my stated listings have a high bidding rate (above 10 bids in each) even as on ‘Day 3’ of listings becoming active. With 4 days more to go, these numbers can only go up.
Can someone in the eBay India team suggest appropriate solutions or fix the ‘bug’ in the Turbo Lister?

This is a know issue since last 3 years. Ebay will rectify it soon.

How can you tell that the feature is not working? All your bidders are with feedback of zero(0).You have applied 'Block buyer' who have a feedback score equal to or lower than -1. Zero is not equal to or less than -1. It is higher than -1. That is why they are not blocked

Click revise.
Go to the bottom.
See 'Other things you'd like to know your buyer'.
Set 'buyer requirement'.
But you can do this from myebay>preferences.
