Fraud with shipping charges

Its been really hurting to see people are cheating the buyers openly and ebay is simply watching.
I m cheated by this buyer "digital_and_tech". According to this auction details http://cgi.ebay.in/ws/eBayISAPI.dll?ViewItem&item=6805152226
the product is located in USA and he took the shipping charge for the same. But to my surprise I found that the product was shipped from China and not USA. Moreover he also did not mentioned that the product was China made. I m here to find justice. What should I do. Should I put up a legal complain with Cyber Crime Law Inforcement people.

I went through the listing and found the seller has mentioned: "Item will be shipped from Our OverSea warehouse via post service"

Secondly most computer components / products are Made in China. I realy doubt if a Laptop cooler is made in any other country in the world.

If you had read the listing carefully, you would notice that the primary language of the seller is not English. That should be a clue.

I really fail to see what your grouse is.
