Ebay to answer

deltamarketing_in1 is openly cheating buyers, I have posted many messages regarding this to which ebay has not responded, and maintained silence.
He is selling garbage stones as Emeralds, Rubies and Sapphire with no check from ebay, why not!
deltamarketing_in1 is the only seller on ebay who has 111 negative feed back in one year, but he is still allowed to cheat buyers from ebay...WHY.
