Ebay item not received, no method to contact ebay

My ebay item 200653975657 has not arrived. Seller says he has shipped it and I should go chasing my customs and postal department as they have no responsibility beyond giving it to Royal Mail in UK. Seller not willing to give me the reference number and other details of shipping. Ebay sends me to paypal saying that you had made payment there. Paypal payment was made as a guest so I cannot communicate with them as i am not registered user with them and their web page will not move further.
Bad experience
Should I go to consumer court ?
