Ebay Diwali gifts not yet received

i had purchased two items on 22/10/2010 under diwali promotion scheme and got following confirmations through email. But i havent still received the gift item.
I already complained about it through chat to ebay 2 months before,they promised to send the gift within 2 weeks but i havent received.Then i emailed 2 months back to ebay and got a reply they will dispatch the gifts soon.Later in the last one month i have sent 3 emails but this time there is no reply to forcing me to post in the forum.
Please take necessary actions as soon as possible

Dear seemak@ebay.com i haven't received any gifts from Ebay.
The tracking numbers you have provided doesn't show any information. Moreover we are staying at the present residential address for more than 24 years and moreover i have bought 12 products from ebay to this address without any problem.
Who is CS? how to contact them.
i Have already sent many emails to ebay but i havent got a solution.

CS is short for Customer Service. Don't bother dealing with them. They just know how to copy and paste replies.

I have already experienced their customer support through chat and email every single time i get a response "your gifts will be dispatched soon" .
As a last resort i posted here.
Now after posting here i get a shocking reply from seemak@ebay.com that i have already been delivered the gift.When i tracked using tracking number i find nothing ,no way to even call them because all the numbers listed in their website and found out that all their numbers are temporarily disconnected.
I am going to send a registered letter to ebay.

I have also purchased Acer X960 mobile phone with promotion code Q2W15JABBT for bluetooth headset on 16/04/2011 but still now i havent received the gift i have received the phone on 20/04/2011.

can any one guide me whom to contact for the enquiry.

today iball webcam (which falls under purchase for Rs.4998 to Rs.9998.
This is very poor attitude from Ebay.
