Yes, the system is not even upto the point it used to be 2 weeks back! A fraud Nigerian had 'bought' my item worth Rs 10,590.00 and never intended to pay for it, everyone knows that. That fraud has got 3 negative feedbacks within 7 days of his registration; and his registration cancelled. But unlike the previous system, I cannot get the final value credit immediately. It's been well over a week. The message that I got today from EBAY team is:

want to let you know that I have done the needful in this situation and
I can assure you that all we have taken action on this situation

THIS WAS THE MESSAGE I GOT FROM EBAY TEAM
But when I try to get the final value credit, the message appears "AN UNPAID ITEM DISPUTE IS ALREADY BEEN OPENED FOR THIS ITEM"
Now the thing I fail to understand is, in which court of law is this "dispute" opened? They say that I have to wait another 7 days to end the dispute. This means the month ends and I have to pay the final value fee; only to be refunded later. About 2 weeks ago, in such a similar dispute in which the fraud user was expelled, I got the FVF automatically when I clicked on 'payment not received' button. But now I can't. Is this site "improving" day by day?
Moreover, Mr. Ravi says:

Wow, reading the last line, I am relieved!! That means when 'I' commit a fraud, they are going to shield me too!!! "My personal account history will always remain private"

I doubt if reporting such issues to Cyber Crime will help.

These frauds are based in Nigeria and even the cyber crime cell and other associations like Nasscom are aware of the Nigierian letter scam ... they are spreading awareness about it as much as they can...

THE ONLY SOLUTION AS FAR IS SEE TO THIS PROBLEM IS BUYER VERIFICATION,WHICH EBAY SHOULD DO TO EVERY MEMBER REGISTERED ON EBAY,THIS WAY ONLY GENUINE PERSONS WILL GET THE MEMBERSHIP AND THIS WILL REDUCE THIS TYPE OF ISSUES AND WORRY OF THE SELLERS TO A GR8 EXTENT.

Following is the latest mail that I have send eBay in this regard. Anyone with any comments on this??

Sirs,
We Indians are not fools sitting here.

The bidder of the above mentioned item no.6464996865 was a Nigerian fraud, for whome I reported matter the very first day and this fraud member was de-registered immediately after getting negative feedback from more members. As per rules, I reported for unpaid item after 7 days and despite reminder to you within the 45 days period, the status now shows that I got "NO FVF GRANTED" AND "THE DISPUTE CLOSED"!!!

Even if I had not sent you the reminder, the item bid by a fraud members should have been automatically cancelled and the 'FVF granted' to me. But instead, you are asking me to pay the selling fee for the same item??!!!

My another item no. 6466175807 was also bid by a fraud, reported by me as unpaid, and is eligible for FVF, but I don't find any way to get the FVF. Now the 45 days period will be over soon and here also you will write "FVF NOT GRANTED" and "DISPUTE CLOSED"

Dear sir, I am sorry to say, this is like a day-time robbery on your part. If you do this and harass me to pay the selling fees for the items which were never actually sold, I am going to report the matter to the court of law and it will be a case of no less than "Committing Mental Harrassment" on your part, and the compensations will be much much more than what you are trying to loot from me! To hell with your terms and conditions. Setting own "Terms and conditions" do not allow any business to take law of the land in it's own hands and commit fraud in transactions.

Beware Americans! India is not a country of total lawlessness.

The only improvement by eBay is SMS Verification for buyers. Do make it enable in your preference at My Ebay. This will make your mental touchier low.

But if this is enabled, more than 50% sales go down. Only we can avoid Frauds / Nigerian Buyers. ---------------

Hi bay_jyoti,

I am sorry to hear about your difficulty with your fee account. However, we are currently not facing any issues with FVF system and I see no reason for FVF not being granted in genuine cases. It is possible that there is some misunderstanding.

I will strongly urge you to check with Customer Support, the status of your eBay fee account? I am sure it will help in clarification of misunderstanding, if any.
