Thanks for ur reply,I followedthe step by step procedure.... however.i am not able to leave the feedback for the seller as he is no longer registered with e bay & his contact info no. says- Cell out of service

Here is the answer for your question:

The eBay feedback system does not allow you to leave feedback for someone who is not registered as an eBay member.

This doesn't necessarily mean that you will never be able to leave feedback for your transaction with them. If the member is reinstated, and the item is still on your My eBay feedback page, you will be able to leave your comment then. The item will remain in My eBay for 90 days.

However, if the member's registration does not become active again, or if it becomes active after 90 days, you will not be able to leave feedback for this member.

Its not about leaving a feedback..it just that I want the digital camera or money refunded..pls somebody..umang or anybody else from e bay help me out..at least give me call or else some way to sot this problem before I stop trusting the sytem

I think you should better report the matter as item not received and request a refund from eBay. .
