Conflicting tips and FAQs from eBay!!

I recently received a "Second chance offer" for a bid I
had lost before.
On the page about FAQ(s) on "Second change offers"
following is written

In the event that something goes wrong with the sale,
can the buyer file a claim?
Yes. Second Chance Offer sales are covered by eBay
services. Under the eBay Buyer Protection Program, most
items on eBay may be covered for up to Rs. 10,000 (minus
Rs. 50 to cover processing costs).

On the other hand in one of the "Market safety tips"
following is written

If this message is an offer to sell an item without
winning it on the eBay Web site (including Second Chance
Offers sent through My Messages) please do not respond to
the sender. These "outside-of-eBay" transactions are
unsafe and not covered by eBay purchase protection
programs.

What is true? What is the message eBay wants to pass?
