As per ebay "Changes to PaisaPay Refund Penalty Policy" dated 03 November, 2011 which states that:
Effective November 1, 2011, PaisaPay Refund Penalty will not be applicable for Item Not Received initiated by sellers within 48 hours of payment confirmation & hence will not be considered while computing the PaisaPay refund rate for the month.
My question is that do we get the 4% INR quota apart from this rule or what. Example: I have 100 transactions in a month and I have done 10 refunds, out of which 3 refunds are done under the new rules (48Hrs) and the other 7 are normal refunds. So how will the new rule be interpreted, 4% of 100 transactions is 4 refunds allowed, so I will get 3+4 refunds without the refund penalty being charged ???, how will ebay implement this rule.

I am little bit confused about one sentense "PaisaPay Refund Penalty will not be applicable for Item Not Received initiated by sellers within 48 hours of payment confirmation"
Please check highlighted word. How seller will raise item not received claim?
