Buyer's Bid For an Item and Don't complete the sale?Why What is the Reason!

I happen to Be a Buyer and later a Seller in Ebay.This is a Great Platform for both Buyer's as well as seller's.New Buyer's Bid for an Item,wins Bid & Does Not Complete the sale,e bay Charges Seller for the Product Sold.But untill 4 days seller can't raise a case.He has to wait for another 4 days to get his fees reimbused to his account.
Why Do Buyer's Bid & Don't complete the sale Is This Due To Buyer's Ignorance ? Or any thing Else.
What is the Solution for the Above......

Even I faced this many times especially with buyers with no prior purchases.

Sometime back sellers made a request to ebay which ebay ignored.

Buyers who have a feedback of 5 or less should first deposit the amount to ebay and then bid and in case they don't win the amount should be transferred back to them and in case of winning a bid, the amount should be transferred to the seller.

Buyers with a feedback of 5-10 should be made to pay half the amount of the bid amount in the same manner as above.

After 10 feedbacks, the buyers should be allowed to bid as they are doing now.

I had faced the same problem twice.Buyers won the bid but did not pay for the item.

Auctions are not working on eBay India. I am fed-up with non-paying buyers & bidders, they are just time wasters. And I think that nothing can be done against this. So we just have to use the fixed price listing option.
