It may not be a buyer mistake. The mistake may be from Postal Services end.
You should be getting the payment or product back from the Indian Postal Services. If you have the POD, then file a complaint from the below link and note down the complaint number.

Note: Select Nature of complaint as Non-Payment! You will certainly look after that.
Even I have faced such problems and have got the VPP/VPL amount after 4 months. So don't worry.
