Just called a customer who had ordered via APO address So I happened to decipher why this bug is being created.
First of all I would like to tell all sellers, Buyers are not doing this intentionally. So lets not blame our buyers.
When Buyers from Andhra Pradesh are selecting their address location from drop down menu, they are thinking APO as short for Andhra Post office , So they are selecting APO.
Thats why its happening only with Andhra addresses.
Now I request eBay to do something about it.

Hi,
I am also facing this issue but no response from them. I had word with Mr. Pranay on customer care but till date no resolution not for mail and not over a call also.
