Suppose I was outbid on an item by some other bidder.
Watching this case, I got the item directly from shop.
Now, consider the case, the winner of the bid refuses to buy,and I am offered to buy the item at my bid price.
If I cannot buy now shall I be penaised?

The Seller is just offering you a SECOND CHANCE OFFER.
This offer is because the highest bidder didn't completed the deal or the Seller has an extra Item.
There is NO compulsion for you to Buy.
