17 days go ahead but still helpless to received my product.

Dear sir/madam,
I had purchased 1 item on 30th August but that day to today on 17th September I hadn't received my item. I had call several times to the ebay customer care department but they replied same words 7 time that they gave me call within 24- 48 hours. I had received several time same feedback from their side and now I am totally fed up. The main issue I said them that they made a mistake which is they are not providing my register number, they only provide my alternate no. to the courier team so that they find the difficulties to deliver my product. Now please help me to solve my problem either help me to receive my item neither refund my money. Please help me.
