cheated from both ebay and seller

I purchased 2 items from ebay through paying by paisapay online .now the ebay shows that the seller is no longer on ebay ,and the seller does not respond or sent the product.now whom should i ask . i say people this new ebay a group of frauds and please dont purchase anything from here if you did so then you will lose your money

hello i have to say about item no 6388577712.i ahve got mail from ebay that the seller has opted for second chance to sell the product and has choosen to sell the product to me for rs 6100+shipping charges of rs 200/300/400 accordingly.so have applied to buy the product and got confirmed by ebay that i m winning bidder and send the payment to that seller of rs 6100+shipping charges .so i have contacted the seller through mail and requested for the method of payment details ..then seller replied as "i m sorry the price of this product is of rs 10500 and if u r intrested then contact me"...so tell me after winning the product at the price of rs 6100+shipping charges he has demanded the amount from is 10500...and yet now i have not got the solution from ebay cust care after giving all the deatils he wanted from my side ..and till now i m waiting for the solution of my winning bid..at my winning price....so kindly check it and give me the solution otherwise i have to go for some strict legal actions against my winning ....abhineet1

Also it TAKES 7 DAYS for giving confirmation & transaction of payments, though it claims that it should within max of 2 days.
