Wrong product delivered and claim closed without any refunds

Hi Ebay Team,
I had ordered a product - WAHL ladies trimmer, but instead seller delivered a wrong product - Men's trimmer to me.
I had raised a claim, asking the seller to replace it with a correct one, but he refused to do so, rather, he said that he'll refund 110% amount into my paisa pay account. On this agreement, he closed the claim i had raised for this product
Claim id - 711784
It has been 15 days now, since my conversation with the seller and i've not got any refund yet.
Please help me in sorting this matter.
