You rightly pointed out that eBay has a responsibility to take care of its buyers. And to ensure that if a seller gets suspended (non registered user), PaisaPay withholds your money.
You can claim a refund by:

In the first box click on 'Ask about bidding or buying'
In the second box, click on 'PaisaPay transaction'
In the third box, click on 'I need a refund'
I also agree with your point that if a seller gets suspended, the buyer should be informed accordingly.
