What happens if while making paisapay payment, the link fails?

I wonder what would have happened if someone or even I, try to pay the seller an amount of Rs.15000 by Paisapay and the link gets broken in between (just like it happened to me) resulting in a 'failed payment' although the money gets debited or your card is charged!
My Rs.75 is perhaps lost now, and maybe someday someone's 75 thousand will, if ebay doesn't rectify the problem !!
