Seller wants to cancel after I paid

I bought an item from a new seller today and immediately paid with PaisaPay. A short while later, he claimed that the item had been accidentally damaged while packing and wanted to cancel the deal.
He said that he had already informed eBay and asked me to proceed with the cancellation.
This is a new experience for me. So I looked at the help pages and it seemed to me that it's the seller who should initiate the cancellation process.
Is there anything I can or should do from my side so that I can get a refund quickly?

Hi
I agree sometimes it happens. May be seller not want to send faulty products or damaged product to you. That is the reason he is trying to cancel. I will suggest you can appreciate seller's request.
