I had ordered iphone4 from seller zahid2580 which is a fraud and he did not give me the product, i had done a offline transaction and i have the proof of it, i had raised a claim for my refund and also claimed in resolution center. ebay person called me and they said to send the deposit proofs, i did and i wanted to know that will i receive my refund ?, how many days will it take., please some one help the amount is 30K

You have to file a Police Complaint. In case the Police don't file an FIR go to the Senior Officer,Police, and report the same and also give the complaint in writing to the Senior Police Officer and get his acknowledgement. That should normally work but if it doesn't take all the details about the sale and the indifference of the Police to an important local newspaper like in the South,THE HINDU. It will get published and then police action should follow. But above all my friend it is always safer to deal within Ebay.
