Money charged from credit card and not reflected anywhere

I tried to purchase one mobile holder for car on ebay. my credit card was charged with 180Rs. But I get error message that payment was not successful. Kindly tell me how can i get the refund or get the item. This payment is not getting reflected in my paisapay also.

I tried to Buy a "Sennheiser CX 680 Sports Earphone With 2-year Manufacture Warranty" but the money has been debited form my credit card TWICE & aroung 6500 has been debited but its not reflecting in ebay
