Ebay and *** are both trying to dupe me

I bought philips 4 slice toaster for rs.3200 on 12th december. Till now i've not received the product (17 days). I've contacted both the dealer and ebay customer service team plenty of times. Every time ebay customer service team says they're registering the complaint for the first time. Every time the dealer team says they've dispatched the product but ebay powership team is not delivering. The airway bill number i was provided did not show any result. I actually don't have time to followup so much for rs.3200 spent online. It seems both ebay and the dealer team are trying to dupe me. Probably there is some defect in the product which they're repairing and the dealer and powership teams are hand in glove in such activities. There is no direct grievance escalation mechanism in ebay. The only escalation method i found required a tracking number, which i don't have. This ebay shopping is probably for buying only cheap products worth rs.100-200.
