Obviously an used laptop is significantly different than the new laptop. Ebay refused to refund under the pretext that I was delivered a working laptop. BEWARE OF EBAY BUYER PROTECTION. IT PROTECTS ITSELF AND THE SELLER AND NOT THE BUYER.

Seller is laughing all the way to the bank, seller receives $39.90 USD from me and will scam some one else with this faulty HDD for another $39.90.
I suppose ebay or paypal do not care they fatten their pockets from the seller, so why bother about the buyer!!
Wake up Ebay and Paypal, buyers need more protection or you will loose buyers and your shifty sellers will eventually go bust, that is the vicious cycle.

eBay is a marketplace. It is not a seller. If a seller on eBay doesn't deliver you the product as described or if you don't receive the item within the prescribed time-frame by the seller, you must immediately report it to eBay.
eBay has its Resolution Center in place that helps the buyers if:
1. They don't receive the item (buyer can file Item Not Received Case (INR))
2. They receive the item that is not as described in the listing page (buyer can file Signigicantly Not As Described Case (SNAD))
eBay has provided a very effective and efficient resolution to deal with both of the issues described above and the complete details are mentioned on eBay help pages on all eBay sites.
PayPal also has its own Resolution Center.
If you care to follow the instructions mentioned on eBay help pages, you will realise that eBay provides more security to a buyer than any physical brick and mortar market in the world. You can't blame eBay if you are not aware of its policies and eBay cannot send its representative to you home to explain you everything when you register an account.

with reference to above mentioned subject the seller had agreed to pay
shippin charges when buying the product to check its original or
duplicate. as it was duplicate returned the product seller receivedd and
still he has not credited the charges to my account, would appreciate if
ebay contact him and tell huim to pay the said agreed amt of Rs.50/- at
the earliest along with additional 50/- rs. for spending on sms and call
charges.total of 100/- . seller has informed me he is out of station
till 24march. its been 2weeks the selller has received the product and
not paid the shipping charges. ur co-operation in this regards will be
appreciated at the earliest.
