Well, to start using Paypal, just Sign-Up at Paypal.com and open an account. You do not need a Credit-card to open an account. However, to start paying for your eBay purchases through Paypal you need to fund your Paypal account. That can be done by adding a Credit-card or a US Checking-A/c to your Paypal A/c. Once you do so, you can easily pay for items bought online (from ebay or several other websites).
