item not received after 15 days

i buy item on 07th Oct,item not shiiping till 16th oct.today is 22nd oct i not received any refund & item ,

what is ebay policy,it is totaly fraud,customer is a like tanis ball between ebay & seller,no one care customer,

always buy item  cash on deleivery,first you see the item & than give payment
