What can I do if I win an auction, without reserve price and on buyer pick up basis only, and the seller does not want to complete the transaction?

I'd be delighted. I collect fountain pens.

I'm a new user and so far, touch wood, have had no problems with the deals I've made on eBay. However, I would be most interesed to know what action eBay takes in this case of most unfair practice. It would be nice if the seller responds to this.
