Why do i get "Sorry, the item cannot be shipped to the address. Please change the address or remove"

Why do i get - "Sorry, the item cannot be shipped to the address. Please change the address or remove the item" when i go to checkout. The Seller says it is ebay problem, i guess no one cares about getting paid..... Vijay
